The Odisha government has proposed a major change to the Puri-Konark new railway line project, suggesting that the train route should pass through the Balukhand Reserve Forest to offer passengers a stunning coastal view. The move aims to promote eco-tourism and attract more visitors to the heritage-rich Puri-Konark region.
However, this proposal has raised eyebrows because it contradicts the route earlier approved by Prime Minister Narendra Modi, which avoided the reserve forest area to protect the environment.
Odisha’s Proposal for a Scenic Rail Route

At a review meeting chaired by Development Commissioner Anu Garg on September 23, officials discussed the possibility of modifying the alignment of the 32-kilometre Puri-Konark railway line. The new route would allow trains to travel closer to the coastline, providing passengers with beautiful views of the sea and the surrounding landscape.
The meeting’s Minutes of Meeting (MoM) revealed that the state government believes a minimal-impact design could allow the railway to pass through the Balukhand Reserve Forest without causing major ecological harm.
The MoM stated, “Change the alignment and route the track through Balukhand Reserve Forest with minimum interference and align with the existing marine drive road.”
The Project So Far
The Puri-Konark rail line was approved by the Prime Minister in 2023. It was designed to bypass the Balukhand Reserve Forest and eco-sensitive zone to minimize environmental impact. The 32.02 km line was sanctioned at an estimated cost of ₹492 crore.
The original alignment starts from Puri and passes through two stoppages before reaching Konark, avoiding the forest area completely. The project is being handled by the East Coast Railway (ECoR).
Why the Change in Plan?
Odisha officials believe that the coastal route would make the journey more attractive for tourists and help promote eco-friendly travel. The scenic stretch between Puri and Konark already draws thousands of visitors by road every year, and a railway line along the marine drive could become a major tourism highlight.
The proposal suggests that with modern construction technology and careful design, the track could be built with minimal damage to the forest ecosystem.
The government also sees the Puri-Konark route as a model project for linking heritage, culture, and nature-based tourism in the state.
Additional Connectivity Plans

Apart from the forest route proposal, several other connectivity ideas were discussed during the meeting:
- Spur Line and Special Train: A spur line could be built from the main Puri-Konark line to the marine drive, possibly featuring a special tourist train that runs along the coast.
- Metro, Monorail, or Cable Car Options: Authorities are exploring the feasibility of metro rail, monorail, or cable car systems to enhance connectivity between the two iconic heritage sites.
- Link to Jagannath International Airport: Since the upcoming Shree Jagannath International Airport (SJIA) is being built in the Sipasarubali area near Puri, the government suggested extending the railway line from Puri station to the airport through Malatipatapur. This would ensure multi-modal connectivity, linking air, rail, and road transport systems.
Future Port and Station Development
The meeting also discussed connecting the Astaranga port to the Bhubaneswar-Konark railway line, for which a final location survey has already been approved. This could enhance trade and transport options in the coastal belt.
To handle the massive crowds during the annual Rath Yatra, officials proposed developing nearby stations like Konark into satellite hubs or coaching depots. This would reduce congestion at Puri station and streamline train operations during festivals.
ECoR’s Concerns About Project Delays
During the meeting, ECoR General Manager Parmeshwar Funkwal briefed officials on the project’s progress. He warned that major changes to the approved alignment — especially if it involves crossing the Balukhand Reserve Forest — could delay the project’s completion.

Balancing Development and Ecology
The Balukhand-Konark Wildlife Sanctuary, spread over 87 square kilometres between Puri and Konark, is home to deer, monkeys, and various bird species. Environmental experts have previously cautioned that railway construction through this area could disturb wildlife and coastal vegetation.
However, the Odisha government argues that sustainable design and advanced construction techniques can ensure minimal disruption while achieving its goal of linking heritage, nature, and tourism.
A Vision for Heritage-Driven Growth
The Puri-Konark rail project is not just about transport — it’s part of a larger vision to connect Odisha’s cultural and ecological landmarks through modern infrastructure. With the Jagannath Temple, Konark Sun Temple, and the Bay of Bengal coastline in close proximity, the region has immense potential for tourism and economic growth.
If the proposal gets approved, Odisha could soon have one of India’s most scenic railway routes — a line that blends heritage, nature, and development in a single journey.
