Odisha is set to witness a major boost in its maritime infrastructure with the announcement of a new greenfield deep-sea port at Bahuda in Ganjam district. The ambitious project, estimated at an investment of ₹21,500 crore, is expected to significantly strengthen the state’s trade and shipping capacity.
Agreement Signed for Development( Greenfield Deep-Sea Port)
A tripartite agreement was recently signed between the Odisha Maritime Board (OMB), the Paradip Port Authority (PPA), and the Sagarmala Finance Corporation (SFC) during a maritime event in Bhavnagar, Gujarat. The agreement lays the foundation for the port’s development and operation.

Industries Minister Sampad Chandra Swain confirmed that the port will come up on approximately 5,000 acres of land and function as a satellite port of Paradip Deep-Sea Port. Once fully operational, the Bahuda port will have the capacity to handle 150 million tonnes of cargo annually, making it a key driver of economic growth for the state.
Expanding Odisha’s Coastal Network
Currently, Odisha has one major port at Paradip in Jagatsinghpur district and two non-major ports at Dhamra in Bhadrak and Gopalpur in Ganjam. With the addition of Bahuda, Ganjam district will now house two ports, cementing its importance in the state’s maritime network.
Officials highlighted that the project will not only enhance trade efficiency but also create opportunities for industrial growth, logistics, and employment in the region.
Shipbuilding Cluster in Kendrapara

In a parallel development, Odisha is also gearing up to establish a large-scale shipbuilding cluster in Kendrapara district, further expanding its maritime footprint. An MoU was signed between OMB and PPA to develop the project with an investment of ₹24,700 crore.
The shipbuilding cluster will be located along the Mahanadi riverbank, spanning 2,000–2,500 acres and a dedicated waterfront of 2–2.5 km. The facilities will include one or more shipyards with a combined annual capacity of 1 to 1.2 million gross tonnage.

Alongside shipbuilding, the cluster will host ancillary industries such as engine manufacturing, steel fabrication, and equipment suppliers. This integrated ecosystem aims to position Odisha as a leading hub for shipbuilding and maritime activities in India.

Strengthening Maritime Vision
With these two mega projects — the Bahuda deep-sea port in Ganjam and the shipbuilding cluster in Kendrapara — Odisha is taking significant strides toward becoming a maritime powerhouse. The initiatives are expected to boost cargo handling, promote industrialisation, and attract investments, ultimately supporting the state’s vision of leveraging its long coastline for sustainable economic development.
