The Maratha quota agitation led by activist Manoj Jarange-Patil entered its fifth day in Mumbai on Tuesday, escalating tensions between protesters and authorities. The Mumbai Police served a notice to Jarange and his supporters, directing them to vacate Azad Maidan, the designated protest site in South Mumbai, after the Bombay High Court pulled up the state government for allowing violations of pre-agitation conditions.

Court Intervention and Stern Observations

On Monday, during a special hearing, a division bench of Justices Ravindra Ghuge and Gautam Ankhad expressed serious concern over the growing disruption in Mumbai caused by the agitation. The bench noted that the protesters had “violated all pre-agitation conditions” laid down by the police, particularly by spilling over onto city streets, thereby paralysing normal life in South Mumbai.

The judges emphasised that the agitation was no longer confined to Azad Maidan as permitted, but had extended to vital roads and public spaces. They remarked that Mumbai was “literally paralysed” by the large gatherings, traffic blockades, and disruption of essential services.

The court granted the protesters until Tuesday noon to vacate the streets, directing them to return within the limits of the designated protest ground. It described the situation as “grim” and warned that if compliance was not ensured, the government would be compelled to act under the law.

Directions to the State Government

The High Court’s stern intervention placed responsibility on the Maharashtra government to restore order. The bench instructed the administration to initiate appropriate legal steps against protesters continuing without valid permission.

It further directed that no additional groups of agitators be allowed to enter Mumbai, stressing that the influx of protesters could worsen the already paralysed state of the city. The court also sought to remind the government of its obligation to maintain balance between citizens’ right to protest and the larger public interest, including the smooth functioning of urban life.

Police Notice to Protesters

Acting on the court’s remarks, the Mumbai Police issued an eviction notice to Jarange and his followers early Tuesday morning. The notice categorically asked them to vacate Azad Maidan and adjoining areas, warning of action if the directives were ignored.

Officials explained that the protesters had breached the terms under which the protest was initially permitted, by occupying adjoining streets and public spaces. The notice stressed that continuing in this manner was illegal and posed risks to public order and safety.

Jarange’s Response to Court and Police Orders

Jarange, 43, who has been spearheading the Maratha quota movement for several years, responded cautiously to the developments. From his protest site, he appealed to his supporters to respect the court’s directives and refrain from blocking roads or causing inconvenience to ordinary citizens.

He clarified that the intention of the agitation was to secure justice for the Maratha community through reservation in education and jobs, not to create hardship for the people of Mumbai. “We must not inconvenience others by roaming on the streets. The protest should remain peaceful and disciplined,” he told his followers.

Background of the Agitation

The Maratha quota issue has been a politically and socially sensitive matter in Maharashtra for decades. The demand for reservation in government jobs and educational institutions for the Maratha community has sparked several waves of protests in the past.

Jarange-Patil has emerged as a prominent face of the latest round of agitation. His hunger strike at Azad Maidan is part of an ongoing campaign to pressure the state government into providing concrete assurances and legal backing for Maratha reservation.

The current round of protests has drawn thousands of supporters from across Maharashtra to Mumbai, with Azad Maidan serving as the epicentre. With the court’s Tuesday deadline for clearing the streets, the next 24 hours are crucial for both the government and protesters. The administration will be closely watched for its handling of the situation — whether it takes firm steps to disperse crowds or seeks further negotiation with Jarange.

For Jarange and his supporters, the challenge lies in sustaining momentum without inviting stricter crackdowns. His appeal to stay disciplined suggests an awareness of the risks of defying court orders, which could erode public sympathy for the cause.

The situation remains fluid, with the potential to either escalate into confrontation or settle into a more controlled form of protest, depending on how both sides navigate the court’s directives.
