Odisha Launches- the government has unveiled an ambitious Rs 50,000-crore maritime vision aimed at transforming the state into a major logistics and port hub on India’s eastern coast. The plan includes a significant expansion of port capacity to 500 million tonnes per annum (MTPA) and comprehensive development of maritime infrastructure to boost trade, investment, and employment opportunities.
Odisha Launches – A Bold Step Towards Maritime Growth
Unveiled by Chief Minister Naveen Patnaik, the Odisha Maritime Vision 2030 outlines a long-term roadmap to modernize the state’s coastal infrastructure. The vision seeks to make Odisha a key player in India’s “Blue Economy” by integrating port-led development, improving connectivity, and strengthening industries dependent on maritime trade.

According to the government, the state’s 480-km coastline provides a strategic advantage for both domestic and international trade. The vision document lays out plans to enhance the operational capacity of existing ports, develop new deep-water ports, and improve hinterland connectivity through road, rail, and inland waterways.
Expanding Port Capacity to 500 Million Tonnes

Currently, Odisha’s port capacity stands at around 190 MTPA. The new initiative aims to expand this to 500 MTPA by 2030, aligning with India’s growing export and industrial demands. This expansion will not only accommodate larger vessels but also attract global shipping companies to use Odisha’s ports as a key gateway to Southeast Asia and beyond.
The plan also emphasizes sustainable port development. The government aims to adopt green technologies, promote the use of renewable energy in port operations, and ensure minimal environmental impact.
Rs 50,000-Crore Investment Push
The maritime vision will attract a total investment of Rs 50,000 crore, with contributions from both public and private sectors. The government expects that this massive investment will generate over 5 lakh direct and indirect jobs across the state.
Of this total, around Rs 20,000 crore will go toward improving existing port facilities, while Rs 30,000 crore will be dedicated to developing new infrastructure, including deep-water ports, logistics parks, ship repair facilities, and fisheries harbours.
The initiative will also focus on modernizing smaller ports such as Chandbali, Dhamra, Gopalpur, and Astaranga, enabling them to handle larger cargo volumes. These ports are expected to complement the major port at Paradeep, which already serves as a key export hub for minerals and industrial products.
Strengthening Connectivity and Industrial Growth
A major component of the vision involves improving last-mile connectivity through integrated road and rail networks. The government plans to link industrial clusters and mining regions directly to port facilities, ensuring smoother and faster cargo movement.
Additionally, the state is working closely with the Sagarmala Project, a central government initiative, to align its infrastructure goals and leverage central funding. The collaboration aims to boost trade efficiency and reduce logistics costs for industries operating in the region.
Focus on Blue Economy and Skill Development
The Odisha Maritime Vision 2030 goes beyond port expansion — it also emphasizes the development of fisheries, shipbuilding, coastal tourism, and maritime education. The government aims to tap into the full potential of its coastline to diversify the state’s economy.

Sustainability and Environmental Protection
The government has underlined that the massive expansion will be carried out with strong focus on environmental sustainability. Measures such as shoreline protection, mangrove conservation, and use of clean fuels will be integrated into all major projects. Ports will also adopt digital monitoring systems to ensure compliance with pollution control norms.

With its Rs 50,000-crore maritime vision, Odisha is setting the stage for a new era of economic transformation. The focus on infrastructure, sustainability, and employment generation positions the state as a frontrunner in India’s maritime growth story.
If executed effectively, the plan could make Odisha one of India’s leading maritime powerhouses, driving both regional development and national trade competitiveness.
