Afghan Taliban Minister’s First India Visit Puts Delhi in a Flag Dilemma

Afghanistan’s Foreign Minister Amir Khan Muttaqi, a senior Taliban leader under UN sanctions, has arrived in India for a week-long visit. His trip marks the first official visit by a top Taliban representative to India since the group took control of Afghanistan in 2021. The visit comes amid delicate diplomatic considerations for New Delhi, which has not yet recognized the Taliban government.

First Visit by a Taliban Minister to India

Muttaqi’s trip to India was made possible after the UN Security Council granted him a temporary travel waiver from sanctions. The visit is seen as a major step in the Taliban’s ongoing efforts to engage with regional powers, including India, which has so far maintained cautious contact with Kabul’s new rulers.

During the visit, Muttaqi is expected to meet External Affairs Minister S. Jaishankar and National Security Advisor Ajit Doval. These meetings are being closely followed in diplomatic circles, especially in Islamabad and Beijing, as they could shape the next phase of India’s Afghanistan policy.

For India, the visit is an opportunity to assess the Taliban government’s position on key issues like terrorism, regional security, and humanitarian cooperation.

Delhi’s Flag Dilemma

While the visit has diplomatic importance, it has also created a protocol problem for Indian officials — what flag should accompany the Afghan delegation during official meetings?

According to international protocol, both countries’ flags should be displayed together during meetings, press photos, and events involving visiting dignitaries. However, since India does not officially recognize the Taliban regime, it has not given the Taliban’s white flag — featuring the Islamic declaration of faith (Shahada) — any formal status.

Instead, the Afghan Embassy in New Delhi still flies the tricolor flag of the former Islamic Republic of Afghanistan, which represented the government of ousted President Ashraf Ghani.

In previous meetings held outside India, such as Foreign Secretary Vikram Misri’s talks with Muttaqi in Dubai, officials avoided the controversy by not displaying any flag — neither the Indian tricolor nor the Taliban flag. However, this time, since the meeting is being hosted in New Delhi, the flag issue has become a diplomatic challenge.

Evolving India-Afghanistan Relations

India and Afghanistan have shared a long history of friendly relations, especially during the previous governments in Kabul. However, after the Taliban takeover in August 2021, India closed its embassy and temporarily suspended diplomatic operations in the country.

A year later, India cautiously reopened a small mission in Kabul to handle trade, medical assistance, and humanitarian relief. Though India still does not formally recognize the Taliban regime, it has resumed limited engagement for practical reasons — including security concerns and regional stability.

Muttaqi’s current visit is seen as a step forward in this gradual diplomatic thaw.

Regional and Strategic Importance

Muttaqi’s visit comes just days after India joined Russia, China, and seven other countries in a joint statement opposing the establishment of foreign military bases in Afghanistan. The statement was seen as a signal to the United States, which has previously sought military access in the region.

The joint declaration also emphasized the integration of Afghanistan into regional connectivity and trade systems, signaling support for economic engagement with Kabul under the Taliban.

For India, ensuring that Afghan soil is not used for terrorism remains a top priority. New Delhi has repeatedly urged the Taliban leadership to act against terror networks operating from Afghan territory, particularly those targeting India.

Growing Diplomatic Engagement

Muttaqi’s visit follows a series of diplomatic exchanges between the two sides. In May 2025, he had a phone conversation with External Affairs Minister Jaishankar after the Operation Sindoor terror attack in Pahalgam, which the Taliban publicly condemned.

Earlier this year, during talks in Kabul, the Taliban described India as an “important regional and economic power.” This marked a noticeable shift in tone from the group, which has shown increasing interest in trade, infrastructure, and energy cooperation with India.

As Muttaqi’s visit unfolds, it will reveal how far India is willing to go in engaging the Taliban while maintaining its long-standing position of supporting an inclusive and stable Afghanistan that does not become a base for terrorism.
